The Government of Montenegro, at today’s session, adopted the Second Semi-Annual Report on the implementation of the Reform Agenda under the EU Instrument for Reforms and Growth for the period 2024–2027, prepared by the Ministry of European Affairs in cooperation with the Ministry of Finance and other competent institutions.
The report covers 18 reform steps, of which 11 relate to regular obligations with a deadline of June 30, 2025, while the remaining steps were carried over from the previous reporting period (February 2025).
It is particularly encouraging that four of the seven carried-over steps, whose original deadline was February 28, 2025, were assessed as fully completed, while the remaining three are in partial completion status due to administrative reasons and circumstances related to the broader political environment, as well as pending additional clarifications or approvals from the European Commission.
Regarding the reforms planned for the current reporting period (deadline June 30, 2025), based on the self-assessment of the competent institutions, six of the 11 steps were evaluated as completed, and the remaining five as partially completed. If the European Commission confirms the completion assessment for this reporting period, it is expected that approximately €18 million will be disbursed for the achieved steps.
Through the implementation of the measures foreseen in the Reform Agenda, Montenegro reaffirms its commitment to key reform objectives in the areas of business environment and private sector development, digital and energy/green transition, human capital development, and rule of law and fundamental rights.
The Ministry of European Affairs will continue to coordinate activities and provide support to all relevant actors to ensure timely achievement of the reform objectives. Transparent reporting, regular monitoring, and cooperation with the European Commission remain key elements in ensuring progress and meeting the conditions for the next tranches of financial support from EU funds.
