Call for Expressions of Interest for Participation in Project Proposal Evaluation 

The Ministry of European Affairs of Montenegro is releasing a Call for Expressions of Interest for participation in the evaluation of project proposals submitted under the Call for Project Proposals for the Cross-border Cooperation Programmes Montenegro – Albania and Montenegro – Kosovo 2021-2027, within the Instrument for Pre-Accession Assistance (IPA III). Potential candidates must meet at least the following conditions:

Qualifications and Skills:

  • University degree (minimum 240 ECTS);
  • Excellent knowledge of English (English language proficiency will be assessed during the interview);
  • Adequate computer literacy necessary for completing the evaluation;

General Professional Experience:

  • At least 6 (six) years of general work experience gained after obtaining a university degree.

Specific Professional Experience:

  • At least 3 (three) years of relevant work experience in one or more of the following sectors: Employment, labor mobility, and social and cultural inclusion across borders; Environmental protection and promotion of adaptation and mitigation of climate change, risk prevention and management; Tourism and cultural and natural heritage;
  • At least 2 (two) years of relevant work experience related to the management, implementation, monitoring, or design of EU-funded or other donor-funded programs and/or projects;
  • Previous experience in evaluating project proposals within national, European, or international funding programs, as well as in programs directly managed by the European Commission;
  • Good knowledge of the national legislation of one of the IPA beneficiary countries participating in the cross-border cooperation program (Montenegro, Albania, or Kosovo) in the area of professional expertise will be considered an advantage;
  • Knowledge of local languages will be considered an advantage.

The purpose of this call for expressions of interest is to form a list of interested candidates.

The Ministry of European Affairs of Montenegro may select and invite qualified candidates for an interview after compiling the list. The conditions for participation and selection of successful candidates are outlined in the “Terms of Reference for Assessors.”

In the application form and cover letter please clearly indicate the cross-border cooperation program(s) and the thematic priority/priorities for which you are applying. Please include the following reference in the subject line when sending the email: Assessor for evaluation of project proposals within the CBC Programmes Montenegro – Albania and Montenegro – Kosovo.

All interested candidates who submit the above documents by November 4, 2024, at 3:00 PM CET will be included in the list.

Important Note: Inclusion on the list does not oblige the Contracting Authority to invite a potential candidate for an interview.
