Common Negotiating Position for Chapter 27

The European Integration Office has published the Common Position of the European Union for Chapter 27 – Environment and Climate Change, which represents the initial and most important document for planning the obligations that need to be fulfilled within this area in the upcoming period.

In this way, the Government has confirmed the consistency when it comes to the principles of transparency in the conduct of accession negotiations and determination to encourage the efficiency and accountability of all parties in the process of EU accession by ensuring access to information.

In accordance with the procedure defined by the European Commission, the Government of Montenegro submitted a request for access, use and distribution of this Common Position after the Intergovernmental Conference held 10 December 2018. At the meeting of the Working Group for the Negotiating Chapter 27 – Environment and Climate meeting, which was held on 25 December 252018, it was concluded that the Common Negotiating Position, after being translated, would be delivered to all members of the Working Group.

In accordance with the procedure and defined deadline, on 15 January 2019, the European Commission approved the access, use and distribution of the Common Negotiating Position, which was until that date, as requested by the EC, marked with the level of secrecy – LIMITE.

We would like to recall that the drafting of the Common Negotiating Position was preceded by the adoption of Negotiating Position for Chapter 27 at the Government`s session on 8 February 2018, which was, in accordance with the practice applied to all opened chapters, as well as in accordance with the Law on Secrecy of Data, was marked with the level of secrecy – LIMITE.
