Consultations with NGOs on Negotiation Chapter 4 – Free Movement of Capital

With the aim of enhancing transparency in the negotiation process and strengthening dialogue between the Government and civil society organizations in Montenegro’s EU accession process, the Ministry of European Affairs invites representatives of non-governmental organizations to consultations on Negotiation Chapter 4 – Free Movement of Capital, which is being prepared for closure as an important area in the EU accession negotiations.

The consultations on this financial chapter, which covers a very important area – prevention of money laundering and financing of terrorism – will be held on July 17, 2025, starting at 1:00 PM at the Ministry of European Affairs.

The purpose of the event, organized within the framework of the “EU4ME – Support for Communicating the European Integration Process” Project, is to exchange views on key obligations in the areas of capital movements and payments, prevention of money laundering and financing of terrorism, as well as to present the Government’s priorities and future activities in this field.

Recognizing the contribution of civil society organizations to reform processes aimed at democratization and ensuring European values and standards, the informal discussion with members of the Government/negotiating structure will provide an opportunity for open and constructive exchange of views on overcoming challenges and accelerating the path to EU membership.

We invite representatives of NGOs working in this area or interested in this topic to jointly discuss matters of significance for the further course of EU accession negotiations during the meeting.
