The Minister of European Affairs, Maida Gorčević, signed today on behalf of the Government of Montenegro financial agreements with the EU worth €80 million. The agreements pertain to multi-annual operational programs in the fields of environmental protection, employment, and social inclusion for the period 2024–2027.
“We have signed two important financial agreements with a total value of over €80 million. These are European funds that will reach every corner of Montenegro – so that people can have a better life, not someday, but today and now,” said Minister Gorčević.
She stated that these financial agreements represent a key step in strengthening the country’s capacity to implement important reforms and build a sustainable society, as well as a confirmation of Montenegro’s commitment to European integration and the principles of sustainable development.
“The message is clear: Montenegro knows where it is headed, believes in European values, and is building a society in which development, equality, and dignity are a reality – not a promise,” Gorčević concluded.
The operational program for environmental protection and climate change aims to preserve and improve the country’s natural capital, as well as to protect the health and well-being of citizens from the risks posed by climate change. The program includes four key areas: municipal water management, waste management, nature protection and adaptation to climate change, as well as additional support to the environmental protection sector. The total value of this program amounts to €48.5 million.
The activities financed through this program are aligned with the key benchmarks of the Action Plan for Negotiating Chapter 27 – Environment in the EU accession negotiations, including measures for separate waste collection, management of municipal wastewater, and protection of the Natura 2000 network, as well as the development of administrative capacities necessary for the effective implementation and enforcement of the EU acquis.
The second important agreement concerns the Operational Program for Employment and Social Inclusion, worth €31.6 million. This program focuses on promoting inclusive and sustainable economic growth through three main areas of support: an inclusive labor market, social protection and inclusion, and strengthening administrative capacities. The goal is to create conditions for full and productive employment and decent work for all citizens, especially vulnerable groups. The implemented activities support the process of closing negotiations in Chapters 19 – Social Policy and Employment, and 23 – Judiciary and Fundamental Rights, and enhance preparations for effective implementation of cohesion policy following Montenegro’s EU membership.
