IV component: Human resources development

The IV component of IPA refers to human resources development and includes provision of support in the fields of employment, education, scientific and research work and social development. Montenegro acquired the right to use the resources of the IV component of IPA, by acquiring the status of a candidate for EU membership in December 2010. As for the III component, the basis for the use of the IV component funds is the Operational Program, which is usually done on a two-year basis and comprehensively shows the purpose of spending the IPA funds through certain priorities, measures and operations.

The total value of the Operational Program amounts to EUR 5,803,344.00 and is divided into 85% IPA funds, 15% national co-financing, so that IPA funds amount to EUR 4,932,839.00 and national co-financing to EUR 870,505.00.

The main goal of this Operational Program is to promote the sustainable development of human resources, modernization and development of the education system for training and research in Montenegro in accordance with EU policy and standards with a special focus on youth employability, in order to prepare Montenegro for the implementation and management of the EU Cohesion Policy.

Planned funds within component IV were used to implement projects within the following priority axes:

Priority axis I: Effective and inclusive active employment measures.

Priority Axis II: Improving knowledge, skills and competencies for employability and competitiveness.

Priority axis III: Improvement of social inclusion.

Priority axis IV: Technical support.
