The Ministry of European Affairs has prepared a new electronic edition of the Manual for Translating Legal and Other Acts in the European Integration Process. This manual is intended for the entire public administration and professional public, and especially for translators and other experts who deal with translating legal regulations from Montenegrin into English and vice versa, as well as drafting documents for communication with the institutions of the European Union. The manual has the character of informational material as well as instructions for writing and translating all relevant documents.
Taking into account the large number of obligations regarding the implementation of the objectives of aligning the legislative framework defined by the Accession Program for the period 2025-2026, the need arises for as clear communication as possible with partners from the European Commission, with whom Montenegrin competent institutions exchange information orally and in writing necessary for assessing progress in meeting the closing benchmarks. Using the Manual when drafting and translating legal and other acts arising from the integration process guarantees the necessary degree of uniformity and consistency, and frees communication from ambiguities.
In addition to the Manual, mandatory material in translation in the context of European integration, especially legal acts, is the Monterm terminology database, which is created in the process of preparing the Montenegrin version of the European Union acquis. Monterm, maintained by the terminologists of the Ministry of European Affairs, is regularly updated and improved, and currently contains a collection of 12,500 terms of the EU acquis. Monterm is publicly available and can be found at https://eiprevod.gov.me/
Disciplined use of the terminology covered by Monterm and the Manual is necessary to achieve consistency in translations of legal acts and other related documentation (reports, conformity tables, annexes, analyses, statements, etc.).
