The Ministry of European Affairs invites non-governmental organizations (NGOs) to submit nominations for representatives to the Rule of Law Council.
Each NGO may nominate only one representative to the Rule of Law Council.
Tasks of the Rule of Law Council:
Monitoring the implementation of obligations under Chapter 23 – Judiciary and Fundamental Rights and Chapter 24 – Justice, Freedom and Security in the process of Montenegro’s accession to the European Union, in accordance with the recommendations of the Chief Negotiator for Montenegro’s EU accession and the Cluster 1 Negotiator – Fundamental Chapters;
Monitoring the fulfillment of obligations to meet the closing benchmarks under Chapters 23 and 24;
Examining reasons for delays in fulfilling obligations and providing recommendations to state authorities, public administration bodies, and other institutions for urgent action to implement obligations under Chapters 23 and 24;
Performing other tasks in accordance with the Decision on the Establishment of the Structure for Montenegro’s EU Accession Negotiations.
Criteria for NGOs nominating a representative:
Registered in the NGO registry before the publication of the call;
Statute defines activities and objectives relevant to the subject matter overseen or regulated by the body;
Not listed in the criminal record registry;
In the past three years, conducted research, prepared documents, organized events, or implemented projects aimed at improving the relevant field;
Submitted a tax report for the previous fiscal year (copy of balance sheet and income statement);
More than half of the NGO’s governing body members are not members of political parties, public officials, executives, or civil servants.
Criteria for NGO representatives:
Reside in Montenegro;
Have experience in the field relevant to the body’s work;
Are not members of political party bodies, public officials, executives, or civil servants.
Nomination procedure:
The nomination must be signed by the person authorized to represent the NGO and stamped with the NGO seal. Nominations are submitted using Form 2 prescribed by the Regulation on the Selection of NGO Representatives to Working Bodies of State Authorities and the Implementation of Public Consultations in the Preparation of Laws and Strategies, which can be downloaded here.
Documents to submit with the nomination:
Proof of NGO registration (copy);
Copy of the NGO statute;
Proof of relevant activities in the past three years, signed and stamped by the authorized representative;
Tax report for the previous fiscal year (copy of balance sheet and income statement);
Statement by the authorized representative that more than half of the governing body members are not political party members, public officials, executives, or civil servants;
Copy of ID of the nominated representative;
CV of the nominated representative;
Proof of experience of the nominated representative in the relevant field (work sample, certificate, or other document);
Declaration that the representative is not a political party member, public official, executive, or civil servant;
Declaration of acceptance by the representative to be nominated.

Nominations will only be considered if submitted with all required documentation within the deadline.
Within seven days after the deadline, the Ministry will publish on its website the list of nominated candidates, including the names of the NGOs that nominated them.
Based on the results of this public call, the Ministry will appoint one NGO representative to the Rule of Law Council.
