The Monitoring Committee for Montenegro’s participation in the European Union Instrument for Reforms and Growth is tasked with monitoring and evaluating the level and quality of implementation of all reforms and investments with the purpose of achieving the goals set in the Reform Agenda and Regulation (EU) 2024/1449. The participation of civil society representatives ensures an inclusive, transparent, and accountable process of monitoring the implementation of the European Union’s support to Montenegro through this instrument. The Monitoring Committee will be composed of representatives of the European Commission, the Government of Montenegro and relevant institutions, bilateral donors, international organizations, international financial institutions, the private sector, and civil society.
The work of the Committee will be co-chaired by a representative of the European Commission and the National Coordinator for the implementation of the Reform Agenda. The Committee will meet at least once a year and may also hold thematic meetings as needed. Representatives of non-governmental organizations will have equal status in reviewing progress, providing recommendations, and contributing to the transparency and accountability of the process of implementing the Reform Agenda.
Based on the Public Call previously announced by the Ministry of European Affairs on June 11, 2025, for proposing four representatives as members of the Monitoring Committee for Montenegro’s participation in the European Union Instrument for Reforms and Growth, a candidate was proposed and selected for the thematic area of Fundamental Rights/Rule of Law.
In this regard, the Ministry of European Affairs is once again inviting non-governmental organizations whose field of work corresponds to one of the thematic policies defined in the Reform Agenda:
- Business environment and private sector development;
- Digital and energy/green transition;
- Human capital development.
to submit a proposal for the selection of one representative as a member of the Monitoring Committee for the Instrument for Reforms and Growth for each of the thematic policies defined in the Reform Agenda. In case there are no representatives proposed for a particular policy area, the Ministry of European Affairs may select more than one representative per policy area for the thematic policy that receives the highest number of proposed representatives.
A non-governmental organization may propose only one candidate.
Several non-governmental organizations may propose the same candidate.
A non-governmental organization may propose a candidate to the working body if it meets the following conditions:
- is registered in the register of non-governmental organizations before the date of publication of the public call;
- has in its statute defined activities and objectives in areas related to issues reviewed or regulated by the working body;
- is not listed in the Criminal Records Register;
- in the past three years, in connection with an issue reviewed or regulated by the working body, has conducted research, produced a document, organized an event, or implemented a project aimed at improving the situation in a given area;
- has submitted to the tax authority a report for the previous fiscal year (copy of balance sheet and income statement);
- more than half of the members of its management body are not members of political party bodies, public officials, managers, or state employees/servants.
Criteria that a representative of a non-governmental organization in the working body must meet:
- has residence and lives in Montenegro;
- has experience in the field related to the issue reviewed or regulated by the working body;
- is not a member of a political party body, a public official, a manager, or a state employee/servant.
The proposal of a representative of a non-governmental organization shall be submitted on Form 2 prescribed by the Regulation on the selection of representatives of non-governmental organizations in working bodies of state administration bodies and the implementation of public consultation in the preparation of laws and strategies, which can be downloaded here.
Documentation to be submitted with the proposal of a representative of a non-governmental organization in the working body:
- proof that the organization is registered in the register of non-governmental organizations (copy of the act);
- a copy of the organization’s statute;
- proof that the organization, in the past three years, in relation to an issue reviewed or regulated by the working body, has conducted research, produced a document, organized an event, or implemented a project aimed at improving the situation in a given area, signed by the authorized representative and stamped by the non-governmental organization;
- proof that the non-governmental organization submitted to the tax authority a report for the previous fiscal year (copy of balance sheet and income statement);
- a statement from the authorized representative of the organization that more than half of the members of the management body are not members of political party bodies, public officials, managers, or state employees/servants;
- a copy of the ID card or other public document used to determine the identity of the representative of the non-governmental organization in the working body;
- CV of the representative of the non-governmental organization in the working body;
- proof of experience of the representative of the non-governmental organization in the area related to the issue reviewed or regulated by the working body (scientific paper, certificate, or other document);
- statement of the representative of the non-governmental organization in the working body that they are not a member of a political party body, public official, manager, or state employee/servant;
- statement of the representative of the non-governmental organization that they accept to be nominated by that non-governmental organization as its representative in the working body.
The deadline for submitting proposals is 10 days from the date of publication of this call (until September 19, 2025).
The completed Form for proposing a representative of a non-governmental organization as a member of the Monitoring Committee for Montenegro’s participation in the European Union Instrument for Reforms and Growth (attached), along with all the necessary documentation prescribed in the call, must be submitted to the archive of the Ministry of European Affairs at the following address:

The proposal of a candidate for member of the Monitoring Committee for Montenegro’s participation in the European Union Instrument for Reforms and Growth will be considered only if submitted with all the required documentation and within the specified deadline.
The Ministry of European Affairs will, within seven days after the deadline for submitting candidate proposals, publish on its website a list of candidates proposed for members of the Monitoring Committee for Montenegro’s participation in the European Union Instrument for Reforms and Growth, along with the names of the non-governmental organizations that nominated them.
Based on the results of the public call, the Ministry of European Affairs will appoint three representatives of non-governmental organizations as members of the Monitoring Committee for Montenegro’s participation in the European Union Instrument for Reforms and Growth.
