In accordance with Article 13 of the Regulation on the Selection of NGO Representatives in Working Bodies of State Administration and the Conduct of Public Debates in the Preparation of Laws and Strategies (“Official Gazette of Montenegro,” No. 41/18), the following was prepared:
REPORT ON PUBLIC CONSULTATIONS REGARDING THE PREPARATION OF THE REVISED MONTENEGRO EU ACCESSION PROGRAMME
Pursuant to Article 12 of the same Regulation, the Ministry of European Affairs (MEP) published a public invitation for institutions, organizations, associations, and individuals to participate in the initial phase of preparing the revised Montenegro EU Accession Programme. The public consultation period lasted 15 days, starting on 19 November 2025, and was conducted in the form of written or electronic submissions of initiatives, proposals, suggestions, and comments.
The public could submit their input to:

The invitation was published on the Ministry of European Affairs website, the portal www.eu.me, and the e-Government portal.
During the consultation period, the Ministry received proposals and suggestions from the Montenegrin Orthodox Church and the NGO Association of Pensioners of Montenegro – for a dignified human life.
