“In accordance with Article 18 of the Regulation on the Selection of Representatives of Non-Governmental Organizations in the Working Bodies of State Administration Authorities and the Conduct of Public Debates in the Preparation of Laws and Strategies (“Official Gazette of Montenegro”, No. 41/18), the following has been prepared:
REPORT ON THE CONDUCTED PUBLIC DEBATE ON THE DRAFT ACTION PLAN FOR MEETING THE REQUIREMENTS OF COHESION POLICY WITHIN NEGOTIATING CHAPTER 22
Duration of the public debate:
20 days – On July 1, 2025, the Ministry of European Affairs opened for public debate the Draft Action Plan for Meeting the Requirements of Cohesion Policy within Negotiating Chapter 22.
Method of conducting the public debate:
The Ministry of European Affairs issued a public call to citizens, the scientific and professional community, state authorities, political entities, non-governmental organizations, international organizations, media, and all interested organizations and communities to take part in the public debate and contribute to the consideration of the Draft Action Plan for Meeting the Requirements of Cohesion Policy within Negotiating Chapter 22 by submitting comments, proposals, and suggestions in written form by post to the address of the Ministry of European Affairs, Bulevar Ivana Crnojevića 167, 81000 Podgorica, or electronically to the email address: vedrana.nikolic@mep.gov.me
As part of the public debate process, a round table was organized on July 17, 2025, at the premises of the European House in Podgorica.
Authorized representatives of the ministry who participated in the public debate:
– Bojan Vujović, Director General of the Directorate for Coordination of EU Financial Support;
– Irena Bošković, Head of the Directorate for Evaluation and Support to the Managing Authority.
Data on the number and structure of participants in the public debate:
The round table on the Draft Action Plan for Meeting the Requirements of Cohesion Policy within Negotiating Chapter 22 was attended by about 30 participants (representatives of the Chamber of Commerce, the Ministry of Labor and Social Welfare, the Ministry of European Affairs, the Agency for Projecting and Planning Nikšić, the Help Office in Montenegro, and others).
During the public debate, comments, proposals, and suggestions were submitted by:
