Improving the strategic planning system is crucial for more efficient Montenegro integration into the EU

“Strengthening the system of planning and coordination of public policies, in parallel, and in accordance with the needs of accession negotiations, increases the efficiency and effectiveness of public administration and speeds up the EU accession process of Montenegro,” said the Secretary General of the Government, Nataša Pešić, at the conference: The Importance of the policy based planning process for the faster integration into the EU and the corresponding role of the General Secretariat of the Government, which took place on November 22-23 in Petrovac.

She said that a more mature phase in the negotiations with the EU, which implies dedicated and structured reflection of improvement of the policy planning system in the part of political criteria and good governance, and requires special attention to the quality of strategic documents and the improvement of the appropriate legal framework with the relevant principles of development and policy planning.

Permanent representative of the UNDP in Montenegro Fiona McCluney emphasized the importance of investing joint efforts with government partners in order to formulate and implement strategies, policies and processes in a way to jointly ensure that the development impact encompasses the entire system. She said that UNDP considers the General Secretariat of the Government of Montenegro as a key partner in the field of policy coordination and strategic planning.

By adopting and implementing the Medium-Term Program of the Government of 2018-2020, in a coordinated manner and with the participation of all departments, the priorities for the next three-year period were determined, with the introduction of measurable indicators of success, which enabled better and more responsible work towards achieving visible results in the implementation of strategic goals established at the national level, while the Economic Reform Program 2018-2020 established a framework for efficient, coordinated, transparent and responsible policy planning.
