Government adopted the report on the implementation of obligations set out in the Action Plan for gradual alignment with the EU acquis

In order to protect the material position of pension and disability insurance beneficiaries, the Government of Montenegro, at today’s session, approved the Bill Amending the Law on Pension and Disability Insurance, according to which pensions will be increased by 3% ,and the lowest pensions by 20% starting on 1 July 2016. The Law was amended by the provision which stipulates that this right shall cease for temporary compensation beneficiaries on the day when they accomplish right to life annuity based on the birth of three or more children, in accordance with the Law on Social and Child Protection.

The Government adopted the report on the implementation of obligations set out in the Action Plan for gradual alignment with the EU acquis, and building the necessary capacity to implement and enforce the acquis communautaire for the Chapter 19 – Social Policy and Employment for the period February 2015 – February 2016. After considering the report, the Government concluded that the planned activities were successfully implemented, whereby is completed a temporary measure for the opening of the Chapter 19 in the process of joining the European Union.

As to the implementation of the Action Plan for the Chapter 24, the Government adopted the Bill Amending the Law on Liability of Legal Entities for Criminal Offenses. The proposed amendments do not change the basic concept of the Law, which is earlier aligned with the EU acquis and documents of the Council of Europe and the United Nations, but extends the catalogue of security measures and grounds for liability of legal entities, and supplements kinds of legal consequences. Furthermore, the possibility of confiscation of equivalent value of the proceeds is more precisely defined. Among other things, the amendments stipulates that the criminal records of legal entities will not be kept by the Central Registry of Business Entities, but the Ministry of Justice, which is in charge of keeping criminal records of natural person.

The Montenegrin Cabinet also approved the Bill on the Ratification of ILO Convention on night work No 171. The convention defines protection standards for night workers, which extends and improves the situation in this area and provides decent working conditions. By endorsing the international mechanism, Montenegro continues harmonising its labour legislation with modern European and international labour standards.

Due to harmonisation with the Law on Administrative Procedure, applicable from 1 July 2016, the Government adopted the Bill Amending the Law on Civil Registry, Law on Strategic Environmental Impact Assessment, Law on Environmental Impact Assessment, Law on Liability for Environmental Harm, Law on integrated Environmental Pollution Prevention and Control, and the Law on Protection against Ionizing Radiation and Radiation Safety.
