Chapter 24 – Justice, freedom, and security

What is being negotiated?

The main goal of implementation of all activities recognized within Chapter 24 - Justice, Freedom and Security is to enable the free movement of people, while guaranteeing their security. Such a broad framework includes a wide range of issues – starting from the European Union external borders’ management, through judicial cooperation in civil and criminal matters, to the issues and areas within the fight against organized crime, to visa, migration and asylum issues.

EU policies aim to maintain and further develop the Union as an area of freedom, security and justice. On issues such as border control, visas, migration, asylum, police cooperation, fight against organized crime and terrorism, cooperation in the field of drugs, customs cooperation and judicial cooperation in criminal and civil matters, member states have to be properly equipped to adequately apply a growing framework of common rules.

Negotiator for the Chapter 24 is Marijana Laković-Drašković, Director-General of the Directorate for Organization of Justice, Criminal Law and Oversight in the Ministry of Justice. Head of the Working Group for this chapter is Tanja Ostojić, Director-General of the Directorate for International Cooperation and European Integration in the Ministry of Interior. The contact person of the Working group is Miloš Radonjić from the European Integration Office.

The Working group consists of 32 members (28 from state institutions and four representatives of the civil sector).
