The Government adopted today the Report on the Implementation of Obligations from Montenegro’s EU Accession Program 2025–2026 for the year 2025.
Presenting the report, Minister of European Affairs Maida Gorčević said that Montenegro maintained continuity in fulfilling obligations under the EU accession process in 2025.
“Despite the complexity of reforms and implemented institutional changes, stable and measurable progress was achieved, as confirmed by the level of obligation implementation in 2025,” said the Minister.
She highlighted that, out of a total of 354 unique obligations, 225 were implemented, which represents 64% of total obligations in 2025.
The Minister emphasized that good results were achieved in strategic planning, where out of 81 planned strategic documents, 68 were implemented, or 84%.
As she noted, in the legislative framework, out of 325 planned laws and by-laws, 189 were implemented, or 58%.
She underlined that in a larger number of chapters, including public procurement, agriculture and rural development, economic and monetary union, statistics, education and culture, foreign affairs, and financial control, full implementation of obligations was achieved.
“Although full implementation was achieved in certain chapters, it is necessary to further accelerate the pace, especially in the areas of competition, justice, and fundamental rights, which are essential for overall progress in the negotiations,” Gorčević stated.
She praised the institutions that achieved full implementation of their obligations, including the Ministry of European Affairs, Ministry of Defence, Ministry of Spatial Planning, Urbanism and State Property, Ministry of Foreign Affairs, Ministry of Health, Central Bank of Montenegro, State Audit Institution, Health Insurance Fund of Montenegro, and the Audit Authority. High levels of implementation were also noted in key sectors, such as the Ministry of Finance, Ministry of Energy and Mining, Ministry of Education, Science and Innovation, and Ministry of Internal Affairs, which carry a significant portion of total obligations.
“2026 is key for implementing the remaining obligations. In the coming period, it is necessary to accelerate the pace of work, further strengthen coordination, and clearly define the responsibility of competent institutions, in order to ensure full implementation of the Program and an efficient and effective finalization of Montenegro’s European path toward our key external goal, EU membership itself,” concluded Gorčević.
