22nd meeting of the EU–Montenegro Joint Consultative Committee

The twenty-second meeting of the Joint Consultative Committee between the EU and Montenegro (JCC) will be held on Friday, April 24, 2026, in Podgorica.

The meeting will take place in the hall of the Kings Park Hotel (Kralja Nikole Street), starting at 9:00 a.m.

The meeting will be opened by the co-chairs of the JCC from the Montenegrin and European sides, Srđa Keković and Danko Relić.

In the introductory part of the meeting, remarks will be delivered by Minister of European Affairs Maida Gorčević, Deputy Head of the EU Delegation to Montenegro Riccardo Serri, as well as representatives of the civil sector: Dejan Milovac (MANS), Dragana Jaćimović (Institute Alternative), and Vesna Daković (MBA).

Members of the JCC will review the current state in the area of the Reform Agenda and the Growth Plan for the Western Balkans, as well as the fulfillment of interim benchmarks within Cluster 1 – Fundamental Rights. The meeting will also address preparations for the EU–Western Balkans Summit, which will be held in Montenegro in June.

The meeting will also cover Chapter 19: Social Policy and Employment, including social dialogue. Remarks in this segment will be delivered by Minister of Labour, Employment and Social Dialogue Naida Nišić, as well as members of the negotiating structure and representatives of trade unions and the NGO sector: Marko Ćipović (Head of the Working Group), Ivana Mihajlović (Union of Free Trade Unions), Rumica Kostić (Employers’ Union), Tatjana Džudović (Union of Free Trade Unions), Marina Vujačić (NGO UMHCG), and Dumitru Fornea (EU).

On the topic of coordination of structural instruments and preparation for the next Multiannual Financial Framework, presentations will be given by Bojan Vujović (Director General at the Ministry of European Affairs), Melanie Bride (EU Delegation to Montenegro), and Monika Panayotova (EU).

The meeting will also include an overview of the state of civil society in Montenegro, with contributions from Liselotte Isaksson (EU Delegation to Montenegro), Zorana Marković (NGO CRNVO), Daliborka Uljarević (NGO CGO), and Kristina Mihailović (Parents Association).

A joint declaration will be adopted at the meeting and forwarded to the Stabilisation and Association Committee, the Parliamentary Stabilisation and Association Committee, the European External Action Service, the European Commission, and the Government of Montenegro.
