As a result of the implementation of obligations from the Reform Agenda, the European Commission has approved the disbursement of the second tranche of funds from the Growth Plan for Montenegro, in the amount of €8.1 million.
Accordingly, the corresponding portion has been paid into the state budget in the amount of €3.8 million, while the remaining €4.3 million will be allocated to infrastructure projects that Montenegro has proposed within the Western Balkans Investment Framework (WBIF).
These funds represent the result of significant reform advances across several areas—from spatial planning and alignment with internal electricity market rules, to the reform of the social and child protection system. In addition to the above, Montenegrin institutions have also made progress in the reform of inspection services, implementation of the electricity market integration package, reduction of gender-based violence, improvement of energy efficiency, as well as in balancing results in the fight against organized crime.
The reforms in question are covered by the second semi-annual Report on the implementation of Montenegro’s Reform Agenda for the EU Instrument for Reforms and Growth 2024–2027, which the Government submitted to the European Commission in July.
The general conclusion of the Report is that visible progress has been achieved in the implementation of reforms, while intensive work on the realization of remaining activities will continue in the coming period.
