The working group was established in April 2013. The negotiator for this Chapter is Nikola Fabris, Vice-Governor of the Central Bank, and the head of the working group is Gordana Radojević, director of the Statistics Directorate. Secretary of the working group is Miloš Vujović of the MEA.

The working group comprises 100 members, of which 68 women and 32 men (86 from state institutions, 14 from the civil society).
