The Minister of European Affairs, Maida Gorčević, in her capacity as the national IPA coordinator (NIPAK), signed an Amendment to the Financial Agreement between Montenegro and the European Commission, making an additional €50 million in EU grant funds available to Montenegro for the construction of the Bar–Boljare motorway section between Mateševo and Andrijevica.
With this signing, the total EU support for this strategic project amounts to €150 million, representing the largest amount of grant assistance ever approved for a single infrastructure project in Montenegro.
The amendment to the Financial Agreement, implemented under the Economic and Investment Plan for the Western Balkans, significantly reduces the required national budget contribution and allows for faster implementation of the Mateševo–Andrijevica section construction project, with a total value of €600 million.
“This additional EU support is proof of the strong partnership and trust Montenegro enjoys as an EU candidate country. The construction of the Mateševo–Andrijevica section is not only an investment in transport infrastructure but also a step towards better connectivity, more balanced development of the northern region, and new opportunities for domestic companies and workers,” Minister Gorčević said.
The project will contribute to the development of the TEN-T transport network, improve Montenegro’s connectivity with the region and the EU, reduce regional disparities, and enhance competitiveness by engaging domestic construction companies, suppliers, and workforce.
Previously, the European Commission, under the Western Balkans Investment Framework, supported the preparation of a feasibility study, its update, and the development of a preliminary design project with €7.5 million in grant funds.
