Gorčević with Baysvenger: Economic Development and European Future – Montenegro’s Priority

“It is the right moment to further strengthen the economic ties between Montenegro and the member states of the European Union. Our goal is to create strong bridges of cooperation that will contribute to accelerated growth, green transition, and a higher level of integration into the European market,” said Montenegro’s Minister of European Affairs, Maida Gorčević, at a meeting with the Bavarian Minister of European and International Affairs, Erik Baysvenger.

In this context, the Minister also pointed out the significance of the upcoming Investment Conference “Smart Growth, Green Future: Accelerating Investments in Montenegro,” which will be held on 14 and 15 October at Luštica.

The conference will be opened by the Prime Minister of Montenegro, Milojko Spajić, and the President of the European Commission, Ursula von der Leyen, with announced participation of European companies, including several from Germany. As the Minister emphasized, the conference will be an opportunity to present key investment potentials and regulatory reforms that will strengthen Montenegro’s investment environment.

Minister Baysvenger expressed Bavaria’s readiness to support Montenegro’s European path, either through expert assistance or organizing events, recalling that they have already supported countries in the region in the past. He also proposed reopening the Montenegrin consulate in Munich, which would further contribute to strengthening bilateral relations.

Speaking about European integration, Minister Gorčević emphasized that Montenegro has already completed a significant part of its obligations, according to planned deadlines, but that there is still much work ahead to close the remaining negotiating chapters by the end of 2026. She stressed that the support of European partners in all forms is of special importance for Montenegro, as it represents a key incentive for the successful completion of negotiations and full EU membership.

She said it is important to also work on communicating the entire process, because Montenegro’s perception in the eyes of EU citizens will be crucial for the ratification of the Accession Treaty.

“It is important that we start working on the Draft Accession Treaty as soon as possible, because that would be an additional incentive to quickly conclude the negotiations that we have been conducting for 13 years,” said Gorčević.

The German Ambassador to Montenegro particularly emphasized the importance of connecting Montenegro and German cities, which would open space for deepening economic, cultural, and social cooperation.

At the meeting, Germany and Bavaria’s strong support for Montenegro’s European path was confirmed, with a joint commitment to further strengthen cooperation in the fields of economy, investment, and reforms, which will contribute to Montenegro’s faster integration into the European Union and to strengthening the stability and prosperity of the entire region.
