The annual European Commission Report on Montenegro for 2025 will be presented today. Every year, the European Commission prepares a report on how candidate countries are progressing towards membership in the European Union. The analysis for Montenegro covers 33 negotiation chapters grouped into six thematic clusters.
The European Commission, in cooperation with the Member States, conducts an in-depth analysis of the state of negotiations in the negotiation chapters, including political and economic criteria.
The European Commission does not use numerical scores but assesses progress based on membership readiness and the annual degree of advancement. The assessment covers areas such as the judiciary, the fight against corruption, agriculture, public administration, science, research, market, and competition.

The report is based on data submitted by Montenegro to Brussels, as well as information from Member States, the European Parliament, international organizations, and the civil sector. Montenegro formally informs the European Commission twice a year about the activities it carries out within the European integration process, through submissions prepared according to the structure of the latest Commission Report on Montenegro.
The document prepared for reporting details progress in political and economic criteria, public administration reform, and the fulfillment of obligations for all 33 chapters.
The submission Montenegro provides to the European Commission represents an important source of information and forms the basis for formulating recommendations for the upcoming period. The preparation of this document is coordinated by the Ministry of European Affairs, in cooperation with negotiating working groups and relevant institutions.
The annual European Commission Report thus becomes a clear guide for Montenegro on its path to membership, with recommendations that will be crucial for achieving the goal – joining the European Union by 2028.
