In the multimedia hall of the University Sports and Cultural Center in Podgorica, the official opening and the first information session were held today on the occasion of the announcement of the First Call for Project Proposals under the IPA III Cross-Border Cooperation Program Montenegro – Albania 2021–2027.
The event was opened by Miloš Marković, General Director of the Directorate for European Territorial Cooperation in the Ministry of European Affairs, who emphasized that this call represents a continuation of the long-standing successful cooperation between Montenegro and Albania and a new opportunity to improve the quality of life of people in the cross-border area.
“Over the past 13 years, through two programming periods, 49 projects with a total value of almost 15 million euros have been implemented, laying the foundations for strong cooperation among public institutions, local governments, the civil sector, and other partners. In the new period 2021–2027, with a budget of 10.7 million euros, we continue to work together on sustainable development, the preservation of nature and cultural heritage, and the creation of new opportunities for economic growth and the connection of our communities,” said Marković.
He emphasized that the main goal of the new Program is to strengthen good-neighborly relations and contribute to the European integration of Montenegro and Albania, through projects that will focus on environmental protection, adaptation and mitigation of climate change consequences, risk prevention and risk management, as well as the development of tourism based on cultural and natural heritage.
Liselot Isakson, Deputy Head of Cooperation at the EU Delegation in Montenegro, also addressed the attendees, emphasizing that cross-border cooperation is a fundamental principle of the European project and reminding that the EU provides significant funds through this program for projects with real cross-border impact. “In the Western Balkans, cross-border programs have proven to be among the most successful EU instruments, as they bring tangible social and economic benefits to people in the region,” said Isakson.
Sanja Bečanović, Acting General Director of the Directorate for Financing, Contracting, and Implementation of EU Support Funds, emphasized that the thematic priorities of the call, environment and tourism based on cultural and natural heritage, were not chosen by chance. “They reflect the real needs of our communities and create foundations for sustainable development and new opportunities for youth, entrepreneurs, and local communities,” said Bečanović.

The deadline for submitting project proposals under this call is 31 October 2025, and the available funds amount to 7.48 million euros.
