Gorčević Meets with Bettel: Montenegro Determined to Become the EU’s 28th Member State

Minister of European Affairs Maida Gorčević met today with Xavier Bettel, Deputy Prime Minister and Minister of Foreign Affairs of the Grand Duchy of Luxembourg.

Gorčević thanked Luxembourg for its continued and consistent support for Montenegro’s European path.

She recalled that Montenegro is a frontrunner in the enlargement process, having opened all negotiating chapters and provisionally closed 18, and highlighted the Government’s commitment to completing the accession negotiations by the end of the year and securing membership in the European Union.

“We are strongly committed to reforms and results so that Montenegro can close all remaining negotiating chapters by the end of the year and become the 28th Member State of the European Union by 2028. Following the completion of the technical part of the negotiations and the closure of all chapters, the focus will be on finalising and ratifying the Accession Treaty, which will have to be approved by all 27 European Union Member States,” Gorčević said.

She added that the fact that Montenegro is the only candidate country included by the European Commission in the proposal for the EU’s next Multiannual Financial Framework is also a source of particular optimism, representing a clear confirmation that the European Union sees Montenegro as its next Member State.

Deputy Prime Minister Bettel stressed that Luxembourg strongly supports Montenegro’s progress and expressed confidence in the successful completion of the accession process, noting that Montenegro’s membership would confirm the credibility of the European Union’s enlargement policy and strengthen stability across the region.

He confirmed Luxembourg’s readiness to continue providing expert and technical support to Montenegro, particularly in the areas of the rule of law, digital governance and environmental protection.

The interlocutors concluded that Luxembourg remains a reliable partner of Montenegro in the European integration process, with a clear perspective of full membership in the European Union.
