Junior Non Key Expert (JNKE) – Reform Agenda
Purpose of engagement: To provide support to the beneficiary and Senior Non Key Experts (SNKE) on the Reform Agenda during the process of monitoring and reporting on the Reform Agenda.
BACKGROUND
General objective of the project:
The contract aims to provide support and strengthen the capacity of the Montenegrin administration in planning, programming, monitoring, and coordinating EU and other international financial assistance. In this way, preparations for EU membership will be accelerated, and effective management of the integration process will be facilitated.
RESULTS
RESULT 1 – Support for the preparation and implementation of strategic and operational planning and programming documents related to EU accession and alignment with the acquis.
RESULT 2 – Support for the development and implementation of a framework for monitoring and reporting related to EU assistance.
RESULT 3 – Support for the preparation and implementation of Sectoral Operational Programmes in selected areas and support for the establishment and strengthening of the capacities of relevant structures within IPA III, as well as for the use of future ESI funds under Chapter 22.

OBJECTIVE(S) OF ENGAGEMENT
This engagement relates to RESULT 1, specifically the tasks within the following outputs:
OUTPUT 1.4. Analyze options available through the Economic and Investment Plan and provide support for the implementation, monitoring, and reporting on IPA III and the Growth Plan.
MAIN TASKS AND DELIVERABLES:
The Junior Non Key Expert for the Reform Agenda will provide support to the beneficiary and SNKEs in daily activities related to the implementation, monitoring, and reporting on the Reform Agenda, preparation of various reports for the Government and the Commission, as well as assist the beneficiary in coordination activities for the Reform Agenda.
The JNKE responsible for the Reform Agenda will work closely with the Team Leader, Senior Non-Key Expert for the Reform Agenda, other relevant senior and junior experts, as well as the beneficiary, to carry out the activities, tasks, and deliver the results listed in the table below.

REQUIRED QUALIFICATIONS:
Qualifications and skills:
University degree in the field of humanities or social sciences, or other fields relevant to the engagement, obtained after at least 3 years of study.
Excellent command of English in writing and speaking.
Knowledge of the local language will be considered an advantage.
General professional experience:
Minimum five (5) years of general professional experience.
Specific professional experience:
Experience in preparation, management, and implementation of EU funds.
Experience in project or programme monitoring.
Experience in the Montenegrin public administration will be considered an additional advantage.
OTHER REQUIREMENTS:
The selected expert cannot be a civil servant or other staff of the Montenegrin public administration.
LOGISTICS AND WORK PLAN:
Activities are expected during the period from September 2025 to July 2027. The JNKE is expected to work an average of 10 days per month, except in December and August when an average of 5 days per month is expected.
The exact start date will be agreed later, after the Contracting Authority approves the expert.
