Pursuant to Article 12 of the Regulation on the Selection of Representatives of Non-Governmental Organisations in Working Bodies of State Administration Authorities and the Conduct of Public Consultations in the Preparation of Laws and Strategies (“Official Gazette of Montenegro”, No. 41/18), the Ministry of European Affairs hereby announces:
PUBLIC CALL
to non-governmental organisations for participation in consultations on the DRAFT SECTORAL ANALYSIS FOR THE AREA OF EURO-ATLANTIC AND EUROPEAN INTEGRATION OF MONTENEGRO FOR 2027 – determining priority areas of public interest and required funds for financing projects/programmes of non-governmental organisations from the Budget of Montenegro for 2027.
The sectoral analysis is prepared on the basis of strategic and planning documents, following consultations with interested non-governmental organisations operating in the relevant area of public interest, and serves as the basis for determining priority areas and required funds for financing projects and programmes of non-governmental organisations, in accordance with the Law on Non-Governmental Organisations (“Official Gazette of Montenegro”, Nos. 39/11, 37/17 and 84/24).
The sectoral analysis is prepared for the purpose of timely planning of the amount of funds to be allocated under the budget lines of ministries responsible for the areas that the Government designates as priorities for financing NGO projects and programmes. The analysis will also serve as a basis for preparing public calls for proposals for the allocation of funds for financing NGO projects and programmes in the area designated as a priority.
THE DRAFT SECTORAL ANALYSIS CAN BE DOWNLOADED HERE
Comments, initiatives, proposals and suggestions may be submitted in a sealed envelope directly to the archive of the Ministry of European Affairs on working days from 07:00 to 15:00, or by post to: Ministry of European Affairs, Bulevar Ivana Crnojevića 167, 81000 Podgorica, marked “Public consultation – SECTORAL ANALYSIS – EURO-ATLANTIC AND EUROPEAN INTEGRATION OF MONTENEGRO”, as well as electronically to the email address: nada.vojvodic@mep.gov.me
The public consultation will last 15 days from the date of publication of this Public Call.

The person responsible for coordinating consultations with the interested public is obliged to duly record all initiatives, proposals, suggestions and comments, and after the consultation is completed, the Ministry of European Affairs shall prepare a report containing an overview of participants and received initiatives, proposals, suggestions and comments.
The report will be published on the Ministry’s website and the e-Government portal, and will be submitted to participants within 7 days after the expiration of the consultation period.
